I'M HERE TO PRESENT THE AUDITED FINANCIAL STATEMENTS FOR THE YEAR ENDED JUNE 30TH, 2025.

AND I KNOW ALL OF YOU RECEIVED THESE VIA EMAIL, SO HOPEFULLY YOU'VE HAD TIME TO LOOK AT 'EM.

UM, WE'RE KIND OF GONNA GO, UM, KIND OF QUICKLY THROUGH THEM, BUT IF YOU HAVE A QUESTION, PLEASE STOP ME.

SO I'M GONNA START ON PAGE NUMBER FOUR.

THIS IS YOUR INDEPENDENT AUDITORS REPORT.

AND IF YOU LOOK AT THE VERY FIRST PARAGRAPH, YOU SEE THE OPINION AND THE OPINION IS AN UNMODIFIED OPINION.

THAT MEANS THAT THE FINANCIAL STATEMENTS ARE FAIRLY STATED IN ALL MATERIAL RESPECTS, WHICH IS A CLEAN OPINION, WHAT WE USED TO CALL A CLEAN OPINION, UM, BEST OPINION YOU CAN GET.

SO THAT'S GOOD, GOOD NEWS.

ALL RIGHT, SO I'M GONNA START, UM, IN THE MANAGEMENT DISCUSSION AND ANALYSIS.

YOU'LL KIND OF GET A GOOD GRASP OF WHAT'S HAPPENED DURING THE YEAR.

SO ON PAGE NUMBER EIGHT, I'M GONNA START WITH THE FINANCIAL HIGHLIGHTS.

I USED TO KIND OF GO THROUGH THE STATEMENTS AND EXPLAIN, YOU KNOW, WHAT EACH STATEMENT WAS LIKE, AND IT GOT KIND OF, UM, I THINK BORING.

SO I'M GONNA JUST TRY TO HIT THE HIGHLIGHTS.

AND IF YOU HAVE ANY QUESTIONS, STOP ME.

SO, UM, BASICALLY Y'ALL REMEMBER THAT THERE ARE TWO SETS OF STATEMENTS, FULL ACCRUAL BASIS STATEMENTS, AND THEN YOUR FUND ACCOUNTING STATEMENTS.

SO IN THE POOL ACCRUAL STATEMENTS, I'M GONNA PINPOINT THAT THE NET POSITION IS 32 MILLION.

BUT KEEP IN MIND THAT OF THAT 32 MILLION, THAT A LARGE PIECE OF THAT IS, UM, YOU'RE CAP INVESTED IN CAPITAL ASSETS.

SO, 'CAUSE YOU'VE GOT CAPITAL ASSETS ON YOUR BOOKS, YOU'VE GOT LONG-TERM DEBT.

SO THE INVESTMENT IN CAPITAL ASSETS IS YOUR CAPITAL ASSETS MINUS THE DEBT THAT, UM, IS THERE TO PAY FOR THOSE ASSETS.

THE OTHER PART OF THAT IS YOUR RESTRICTED PART.

SO THE, THE UM, CAP INVESTMENT IN CAPITAL ASSETS IS LIKE 26 MILLION.

THE RESTRICTED PART IS 27 AND THE DIFFERENCE IS A NEGATIVE 19.

SO THEREFORE, BASICALLY IN THE, UM, NET POSITION, MOST OF THAT IS OBLIGATED.

OKAY? ALL OF IT'S OBLIGATED, BASICALLY.

BUT LET'S GO TO THE FACT THAT THE NET POSITION INCREASED BY 8.1 BILLION DURING THE YEAR.

AND THAT WAS BASICALLY DUE TO INCREASE IN TAX COLLECTIONS AND YOUR NON-REOCCURRING FUNDS THAT YOU RECEIVE FROM THE STATE FOR ROADWAY ROADWAY IMPROVEMENTS.

UM, NOW GETTING TO THE GOVERNMENTAL FUND BALANCE, THIS IS THE IMPORTANT PART.

'CAUSE THIS IS, YOU KNOW, THIS IS HOW YOU KEEP YOUR BOOKS.

THIS IS WHAT YOU DO YOUR BUDGET ON.

SO IN THE GOVERNMENTAL FUND BALANCE, YOU'LL SEE THAT THE ENDING FUND BALANCE IS 53.5, 53.1 MILLION, AND THAT'S AN INCREASE OF 2.3 MILLION OVER LAST YEAR.

SO THIS, AGAIN, THE INCREASES DUE TO INCREASE IN TAX COLLECTIONS AND THE INCREASE IN THE NON-REOCCURRING MONEY FROM THE STATE FOR ROADWAY WORK.

UM, BUT I WILL TELL YOU, UM, THAT THE, UM, GENERAL FUND, AND THAT'S THE FUND YOU'RE, YOU'RE MOST INTERESTED IN BECAUSE THE OTHER FUNDS ARE BASICALLY RESTRICTED FOR WHAT THEIR USE CAN BE.

GRANTS AND SUCH ARE PUT INTO DIFFERENT FUNDS OR CERTAIN MONIES ARE PUT INTO DIFFERENT FUNDS FOR CERTAIN RESTRICTED USES.

SO THE GENERAL FUND IS USED FOR THE GENERAL ACCOUNTING OF THE COUNTY.

SO THAT'S THE ONE YOU SHOULD BE INTERESTED IN.

SO THE GENERAL FUND FUND BALANCE IS 17.4 MILLION AND THAT'S AN INCREASE OF 1.9

OVER LAST YEAR, WHICH IS VERY GOOD AND THAT'S VERY HEALTHY.

SO I KINDA LIKE TO TELL YOU WHAT THAT FUND BALANCE PERCENTAGES OF YOUR TOTAL EXPENDITURES FOR THE YEAR.

SO IT'S 39.9%.

OKAY? SO THAT MEANS THAT THE FUND BALANCE COULD FUND 40% OF YOUR EXPENDITURES IN A GIVEN YEAR.

YOU GOT THAT MUCH AND THAT THAT'S A GOOD PERCENTAGE.

'CAUSE WHAT WE'D LIKE TO SEE AND HOPE TO SEE IS AROUND 15%.

SO 39.9 IS A GOOD, 40% IS A GOOD NUMBER.

OKAY? SO I'M GONNA SKIP OVER THE REST OF THIS AND LET YOU READ THAT ON YOUR OWN ON, AND I'M GONNA GO TO EXPLAIN TO YOU THAT STARTING ON PAGE 28TH, THESE ARE YOUR NOTES TO YOUR FINANCIAL STATEMENTS.

AND THIS IS A GOOD, UM, DETAIL OF INFORMATION THAT'S IN THE, UM, BALANCE SHEET INCOME STATEMENT.

THERE'S JUST A LOT OF INFORMATION IN HERE THAT TIES INTO THE FINANCIAL STATEMENTS.

IF YOU HAVE A QUESTION ABOUT SOMETHING, IF YOU WANT MORE DETAIL, I'M NOT GONNA GO INTO THAT.

IT WOULD TAKE ME ALL NIGHT TO DO THAT.

SO I'M GONNA JUMP OVER BECAUSE, UM, ONCE YOU GET THROUGH THE NOTES TO THE FINANCIAL STATEMENTS, YOU HAVE A LOT OF SUPPLEMENTAL INFORMATION AND A LOT OF DETAIL INFORMATION ON EACH FUND.

WE'RE OF COURSE NOT GONNA GO INTO THAT, BUT THAT'S THERE FOR YOUR INTEREST.

OKAY, SO I WANNA UM, GO TO PAGE NUMBER 1 0 5.

THIS IS YOUR COMPUTATION OF LEGAL DEBT MARGIN.

SO THIS IS A CALCULATION BASED ON YOUR ASSESS PROPERTY VALUES AND WHAT IT SHOWS IS, UM, 8% OF THAT IS WHAT YOUR LIMIT IS ON DEBT FOR, ON GENERAL OBLIGATION DEBT.

AND SO OF THAT, Y'ALL HAVE RIGHT NOW HAVE 6.6 MILLION.

SO THAT MEANS YOU HAVE 3.9, ALMOST FOUR POINT MILLION THAT YOU COULD USE TO FOR ANY GENERAL OBLIGATION DEBT.

OKAY? THAT'S HOW MUCH YOU COULD USE.

THESE ARE THE STATEMENTS THAT WOULD EXPLAIN ANY MATERIAL WEAKNESSES YOU MAY HAVE IN INTERNAL CONTROLS, WHICH I'M HAPPY TO REPORT THAT YOU DO NOT HAVE ANY MATERIAL WEAKNESSES OR SIGNIFICANT DEFICIENCIES.

THE NEXT STATEMENT ON PAGE ONE 11 WOULD EXPLAIN ANY COMPLIANCE PROBLEMS YOU HAVE.

OKAY? SO THERE ARE NO COMPLIANCE ISSUES THAT I'M RECORDING TONIGHT, SO THAT'S GOOD NEWS.

I WANTED TO BRING YOUR ATTENTION TO ONE 14.

THIS IS YOUR SCHEDULE OF EXPENDITURES OF FEDERAL AWARDS.

SO IF YOU LOOK AT THE BOTTOM, IF YOU'RE INTERESTED TO KNOW HOW MUCH FEDERAL MONEY WAS RECEIVED AND USED IN THE YEAR END OF JUNE 30, 25, YOU'LL SEE AT THE VERY BOTTOM TO ME AT $274,142 OF FEDERAL MONEY THAT WAS EXPENDED.

OKAY? UM, THAT'S ABOUT ALL I WANNA GO OVER IN THAT REPORT.

SO THE FIRST ONE, UM, HAS TO DO WITH THE MAGISTRATES AND COURT ADMINISTRATION WOULD, IT REALLY REQUIRES THAT THE MAGISTRATE'S OFFICE ACCOUNT FOR ALL THE MONEY THEY HAVE IN THEIR ACCOUNTS AT A GIVEN TIME.

SO AT JUNE 30, UM, ANYTHING OVER A HUNDRED DOLLARS REALLY NEEDS TO BE INVESTIGATED OR REPORTED TO COURT ADMINISTRATION BECAUSE OF COURSE THE STATE WANTS THEIR SHARE OF, OF ALL THAT MONEY.

SO AT JUNE 30TH, THERE WAS AN OVERAGE IN THE ACCOUNTS OF $4,366.

SO BECAUSE IT'S OVER A HUNDRED, I HAVE TO REPORT IT.

THAT'S, BUT, BUT I'VE TALKED TO BOTH THE MAGISTRATE'S OFFICE

AND FINANCE AND BOTH OF THEM ARE GONNA WORK THIS YEAR TO INVESTIGATE IT AND TRY TO FIGURE OUT WHERE THAT MONEY GOES.

SO THAT, UM, NOTHING IT HAS TO BE REPORTED NEXT YEAR.

THAT'S OVER A HUNDRED DOLLARS.

OKAY? PROCUREMENT, AND WE ALWAYS SEEM TO HAVE ONE LITTLE SLIGHT THING IN THIS, THIS SECTION OF THE OTHER MATTERS LETTER EACH YEAR, BUT THERE WAS JUST ONE VEHICLE THAT WAS PURCHASED, UM, THROUGH FIRE RESCUE THAT DID NOT GO THROUGH THE PROCUREMENT PROCUREMENT DEPARTMENT.

NOW WE INVESTIGATED EVERYTHING WAS FINE WITH IT, UM, WENT THROUGH THE PROPER CHANNELS IN FIRE AND RESCUE, BUT IT DIDN'T GO THROUGH PROCUREMENT.

OKAY? SO THAT'S OUR COMMENT THERE.

IF YOU'RE GONNA HAVE A PROCUREMENT DEPARTMENT, YOU NEED TO HAVE EVERYTHING GOING THROUGH IT.

OKAY? SO THAT'S ALL WE HAVE THERE.

THE OTHER LETTER IS WHAT WE CALL COMMUNICATION WITH THOSE CHARGED WITH GOVERNANCE, WHICH IS YOU COUNSEL.

AND IF WE HAD ANY SIGNIFICANT AUDIT ADJUSTMENTS, WE WOULD INCLUDE THOSE HERE, WHICH I'M HAPPY TO SAY WE DID NOT HAVE ANY, IF WE HAD ANY, UM, DISAGREEMENTS WITH MANAGEMENT THAT WOULD BE INCLUDED HERE.

SO THIS IS PRETTY MUCH BOIL THE PLATE, NOTHING OUT OF THE ORDINARY TO REPORT IN THIS LETTER.

UM, UNDERSTANDING WHAT THIS LADY SAID HERE ABOUT THE BUDGET AND UM, WHAT I NEED TO GET MORE CLARIFICATION ON IS WHENEVER IT'S, WE, THE PEOPLE THAT DID STUFF LIKE MY GRANDFATHER AND I'VE GOT A UNCLE'S UNIFORM THAT DIDN'T MAKE IT BACK FROM THE WAR THAT'S IN THIS MUSEUM.

UH, TWO TO THREE WEEKS IS NOT ENOUGH TIME TO GO THROUGH THIS MUCH INFORMATION TO PROCESS, TO GET IN SOME BIG RUSH, TO TRY TO, UM, NOT HAVE IT IN A CONTROLLED ENVIRONMENT WHEN IT COMES TO BEING OF HISTORICAL VALUE.

UM, WE'RE VERY QUICK TO, UM, LOOK AT OUR GOVERNMENT NOW AND SAY, WELL, I DON'T REMEMBER VOTING ON ANYTHING LIKE THAT.

AND MY BIG QUESTION IS WHAT IS THE JURISDICTION ON THE DICTATION AND WHEN AND, AND THERE IS THE WORD DICTATION AND WHAT IS THE JURISDICTION AND, AND AND, UM, AND WHAT ARE YOU OPERATED UNDER TO DICTATE TO THE ARCHIVES? UM, THE INFORMATION THAT COULD BE DISCARDED.

MR. CHAIRMAN, MEMBERS OF COUNCIL, UH, BEFORE YOU TONIGHT, IT'S A RESOLUTION THAT WILL FORM A PUBLIC PRIVATE PARTNERSHIP BETWEEN CLARENDON COUNTY AND THE MANNING TIMES FOR THE PURPOSES OF BOTH PRESERVING AND PROVIDING PUBLIC ACCESSIBILITY TO THE CURRENT CONTENTS OF CLA COUNTY ARCHIVES.

THIS PARTNERSHIP IS A RESULT OF A COMBINED EFFORT BY COUNTY COUNCIL ADMINISTRATION, STATE REPRESENTATIVE PETINO AND LEANNE MAYNARD OF THE MANNING TIMES.

THE RESOLUTION WILL ALLOW US TO ENTER INTO AN AGREEMENT WHEREBY THE CURRENT ARCHIVE COLLECTIONS IN ITS ENTIRETY WILL BE HOUSED AND DISPLAYED FOR BOTH PUBLIC VIEWING AND RESEARCH AT MANNING TIMES BUILDING UNTIL SUCH TIME AS THE COUNTY CAN COMPLETE REPAIRS ON THE CURRENT ARCHIVES BUILDING THE RELOCATION OF THE COLLECTION IS NECESSARY DUE TO SIGNIFICANT REPAIRS BEING NEEDED TO THE FACILITY, BUT NO CURRENT FUNDING BEING AVAILABLE TO MAKE THE REPAIRS.

IF THESE REPAIRS ARE NOT MADE, THE ENTIRE COLLECTION IS AT RISK OF BEING DAMAGED AND OR DESTROYED.

BEING THAT THESE ARE UNIQUE, ONE OF A KIND ITEMS THE COUNTY CAN NOT AFFORD TO RISK SUCH DAMAGE.

IN TRYING TO RESOLVE THIS ISSUE, I ENGAGED THE INPUT OF OUR LOCAL HISTORICAL SOCIETY.

I OFFERED SEVERAL SOLUTIONS, NONE OF WHICH WERE PAL PALATABLE TO THE GROUP.

I ASKED THEM TO PROVIDE ALTERNATIVE SOLUTIONS BUT HAVE YET TO HEAR BACK FROM ANYONE IN THE GROUP WITH ANY ALTERNATIVES AT ALL.

THE ONLY THING I HEAR CALLS HERE IS CALLS TO SAVE THE ARCHIVES, BUT NO SOLUTIONS BEHIND THOSE CALLS.

BARRING SOLUTIONS FROM THE PUBLIC.

I THINK IT'S IMPERATIVE TO COUNTY COUNCIL ACT.

UM, WE HAVE A SOLUTION IN PLACE THAT BOTH PROTECTS THE CONTENTS OF THE ARCHIVES AND HAS A PATH FORWARD TO SAVING THE BILL.

UH, WE NEED A NEW HVAC SYSTEM ON THAT, ON THAT FACILITY TO PROPERTY CONTROLLED HUMIDITY.

MY WORRY, THE WORRY OF OUR FACILITIES FOLKS AND THE WORRY OF THE ENGINEERS THAT WE HAD TO LOOK AT THE BUILDING IS, THERE IS SIGNIFICANT ISSUES WITH THE BRICK EXTERIOR OF THE BUILDING, THE FOUNDATION FROM THE UNDERSIDE.

THERE'S A TREMENDOUS AMOUNT OF MOISTURE AND WATER COMING IN FROM THE GROUND AND WEEPING IN EVERY TIME IT RAINS.

YOU WOULDN'T KNOW IT NOW BECAUSE WE IN A DROUGHT, BUT A LOT OF WORK NEEDS TO BE DONE.

WE'RE ONE GOOD RAINSTORM AWAY FROM SIGNIFICANT DAMAGE TO THE CONTENTS OF THAT BUILDING.

SO NOW THOSE REVENUE PROJECTIONS, THEY TAKE INTO ACCOUNT SEVERAL FACTORS.

YOU KNOW, FOR EXAMPLE, THE, THE GROWTH AND THE VALUE OF A MILL WOULD BE ONE OF 'EM.

UH, BUT IN ADDITION TO THAT, INCLUDED IN THESE REVENUE PROJECTIONS ARE TWO MAJOR PRESS, UH, PRECEDENT FACTORS THAT I REALLY WANT TO EMPHASIZE TONIGHT.

SO THE FIRST IS GONNA BE BOAT TAX REVENUES.

SO AS YOU ALL KNOW, THE SOUTH CAROLINA LEGISLATORS HAVE PASSED A BILL TO REDUCE THE BOAT TAX IN SOUTH CAROLINA, OKAY? NOW THAT REDUCTION IS SET TO BE PHASE IN OVER THE COMING YEARS.

UH, HOWEVER, INCLUDING IN OUR BUDGET PROPOSAL FOR YOU ALL TONIGHT, WE HAVE ACTUALLY, UH, GONE AHEAD AND, AND WE'RE GONNA PROPOSE YOU TO GO AHEAD AND REDUCE THE BOAT TAX ALL THE WAY DOWN TO THAT 6%.

AND THAT HAS BEEN ACCOUNTED FOR IN THESE, UH, REVENUE OBJECTIONS.

SO INSTEAD OF A MARGINAL DECREASE OVER THE COMING YEARS, WE'RE JUST GONNA GO AHEAD AND, UH, PROPOSE

TO Y'ALL COUNCIL THAT SAFETY ASSESSMENT RATIO ON OUR BOATS DOWN TO THAT 6%.

SO WE TAKE THIS STEP AND WE GO AHEAD AND WE REDUCE OUR BOAT TAX, UH, IN CLAREDON COUNTY.

IT'S GONNA BRING DOWN OUR REVENUES OF $143,000.

AND THAT'S ESSENTIALLY, IT'S THE VALUE OF ABOUT 1.1 MILLS ON OUR, ON OUR TAXPAYERS.

SO THE SECOND PRESSING, UH, UH, REVENUE ISSUE THAT WE'VE HAD IS, IS OUR FEDERAL REVENUE REDUCTION FOR NO LONGER HOUSING FEDERAL INMATES.

SO THAT REDUCTION IS GONNA TOTAL ABOUT $630,000.

AND IT HAS ALSO BEEN ACCOUNTED FOR IN OUR REVENUE PROJECTIONS HERE AS WELL.

SO WHEN IT COMES TO THE PRESSURES THAT WE HAD ON THIS BUDGET, THOSE ARE THE MAIN TWO FACTORS.

WE'RE GONNA GO AHEAD AND SUGGEST THAT WE REDUCE THE BOAT TAX ALL THE WAY DOWN TO THE 6% NOW.

AND WE ARE ALSO COUNTING FOR THE REDUCTION IN OUR FEDERAL, UH, REVENUES FOR, UH, NO LONGER HOUSING, UH, INMATES.

SO BOTH OF THOSE HAVE BEEN ACCOUNTED FOR HERE.

AND, UH, WE STILL HAVE A PROJECTED INCREASE OF $880,000 ON OUR BUDGET.

SO FOR OUR GENERAL FUND EXPENDITURES, CURRENTLY WE HAVE BUDGETED EXPENDITURES OF $31.8 MILLION.

SO NOW ON OUR EXPENDITURES, WE HAVE REDUCED OUR GENERAL FUND BUDGET FROM THE LAST FISCAL YEAR BY OVER $933,000.

SO WE HAVE REDUCED OUR EXPENDITURES FROM LAST FISCAL YEAR BY $933,000.

BUT ON THE FLIP SIDE OF THAT, UM, THAT REDUCTION HAS ALLOWED US TO DO A COUPLE OF THINGS, BUT MOST IMPORTANTLY, WE HAVE CURRENTLY PUT IN A PLACEHOLDER IN OUR BUDGETED EXPENDITURES OF $720,000 TO RAISE COUNTY EMPLOYEE WAGES.

NOW, I KNOW YOU ALL ARE AWARE THAT WE'VE BEEN GOING THROUGH A SALARY STUDY THROUGH A THIRD PARTY AND THAT COMPENSATION STUDY IS STILL ONGOING, BUT JUST SO YOU ALL ARE AWARE AT THIS TIME, WE HAVE PUT IN A CURRENT PLACEHOLDER BASED ON OUR ESTIMATES AND PROJECTIONS FOR A $720,000 EXPENDITURE INCREASE FOR COUNTY EMPLOYEE PAY RAISES.

OKAY? UH, ADDITIONALLY, WE DO STILL HAVE SOME SIGNIFICANT CAPITAL EXPENSE NEEDS.

THOSE ARE INCLUDED IN THIS BUDGET AS WELL.

UH, IT'S APPROXIMATELY $500,000 AT THIS TIME.

THOSE ARE GONNA BE THINGS LIKE HVAC UNITS, SOFTWARE SYSTEMS, AND, UH, REPLACING OUR, OUR CURRENTLY OUTDATED TELEPHONE SYSTEMS. SO SUMMING UP THE GENERAL FUND, UH, THE NET OF OUR REVENUES AND EXPENDITURES, CURRENTLY WE ARE AT A DEFICIT OF ABOUT $405,000.

SO WE STILL HAVE SOME WORK TO DO ON THE GENERAL FUND, BUT THE GOOD NEWS WAS WE WERE ABLE TO REDUCE THE EXPENDITURES FROM LAST YEAR.

WE WERE ABLE TO PUT IN PLACE A PLACEHOLDER FOR SALARY INCREASES THAT WE'RE GONNA NEED TO DO BASED ON OUR SALARY STUDY.

AND, UH, IN ADDITION TO THAT, WE'VE GOT SOME, UH, CAPITAL EXPENSES THAT WE HAVE BUDGETED FOR.

SO AT THIS TIME, THE GENERAL FUND BUDGET IS CURRENTLY AT A DEFICIT, $405,000.

SO WE STILL GOT SOME WORK TO DO THERE.

UH, OUR NEXT MAJOR FUND IS GOING TO BE THE FIRE RESCUE.

OKAY, SO CURRENTLY BASED ON OUR PROJECTIONS, WE HAVE BUDGETED REVENUES FOR FIRE $9.9 MILLION, AND THAT IS A PROJECTED INCREASE OF JUST UNDER $333,000 FROM LAST YEAR.

SO JUST LIKE THE GENERAL FUND, IT'LL AFFECT THE FIRE IN A SIMILAR FASHION.

REDUCING OUR BOAT TAX IS GOING TO REDUCE THE FIRE REVENUES ABOUT $50,000, SO THAT HAS ALREADY BEEN ACCOUNTED FOR AS WELL.

UM, FIRE RESCUE EXPENDITURES, WE DID ORIGINALLY HAVE A SLIGHT REDUCTION FROM LAST YEAR'S APPROVED BUDGET, BUT IN ORDER TO HOPEFULLY STOP THE EXODUS OF OUR CRITICAL PARAMEDICS AND EMTS THAT WE'VE BEEN SEEING, UH, WE HAVE GONE AHEAD AND, AND WE'VE IMPLEMENTED A, A NEW AND INNOVATIVE PAY STRUCTURE.

UH, IT'S GONNA BE AT A COST OF ABOUT $272,000.

AND IN ADDITION TO THAT, UH, WE HAVE ALSO PUT AN ADDITIONAL PLACEHOLDER IN THERE AS WELL FOR, FOR SALARY INCREASES.

SO AGAIN, WE DID HAVE A REDUCTION IN THE FIRE EXPENDITURES THAT WE'VE GOT IN THIS BUDGET, BUT WE TURN RIGHT BACK AROUND AND WE'VE GOT SOME, WE'VE GOT SOME ISSUES WHERE WE ARE LOSING SOME VERY, VERY CRITICAL ENTS AND PARA, UH, PARAMEDICS, SO WE HAVE THAT IN PLACE.

AGAIN, IT'S STILL PENDING THE, THE FINDINGS OF OUR SALARY STUDY, BUT WE'VE GOT A, A PLACEHOLDER IN THERE FOR, UM, INCREASING THEIR, UH, WAGES AS WELL.

UH, WE REDUCED OUR EXPENDITURES BY ALMOST NEARLY A MILLION DOLLARS, UH, VERSUS LAST YEAR, BUT WE HAD TO TURN AROUND AND WE'VE GOT A PLACEHOLDER IN THERE FOR SOME SALARY INCREASES FOR THE GENERAL FUND.

SAME THING WITH THE, UH, WITH THE FIRE RESCUE FUND.

AND AGAIN, LIKE I SAID, WHEN IT COMES TO THE BOAT TAX REDUCTION THAT OUR, OUR LEGISLATORS HAVE PASSED, UH, INSTEAD OF US PHASING INTO THAT, WE'RE JUST GONNA PROPOSE TO GO AHEAD AND, AND CUT OURS TO 6%.

OKAY? ALRIGHT.

SO DO WE HAVE ANY QUESTIONS THAT I CAN HELP YOU WITH ON THE BUDGET AT THIS TIME? ON THE BOAT, ON THE BOAT TAX, THE, UH, THE STATE THEY WERE GONNA DO IT STEPS, I THINK IT WAS GONNA BE OVER, WAS IT OVER SIX YEARS? THREE YEARS.

SO JANUARY 1ST? YES, SIR.

UM, FOR A WHILE NOW, MS. TABITHA AND THE PLANNING COMMISSION HAVE BEEN WORKING ON A REVISION TO THE PLANNING COMMISSION TO THE, THE UDC.

UM, AS IT CURRENTLY SITS, WHEN SOMEBODY HAS A, WANTS TO PUT A MANUFACTURING HOME OR MOBILE HOME ON THEIR PROPERTY AND THEY MEET ALL THE CRITERIA FOR DOING SO, THEY STILL HAVE TO GO TO THE PLANNING COMMISSION.

WHAT THIS ORDINANCE CHANGE DOES IS SAYS IF YOU MEET ALL THE CRITERIA THAT'S IN THE ORDINANCE, YOU DON'T HAVE TO ALSO TAKE THE STEP OF GOING TO THE PLANNING COMMISSION.

IT COULD BE APPROVED AT THE STAFF LEVEL.

UH, THIS IS GOING TO BE BASED ON OUR YEAR TO DATE, REVENUES AND EXPENDITURES AS OF MARCH, UH, MARCH 31ST AND 2026.

OKAY, SO THAT IS THE EQUIVALENT OF 75% OF THE WAY THROUGH OUR FISCAL YEAR.

SO STARTING WITH OUR GENERAL FUND, OUR MARCH YEAR TO DATE REVENUES, THIS IS GOING TO BE EXCLUDING OUR GRANT REVENUES ARE $25.2 MILLION.

THAT IS 79% OF OUR BUDGET, WHICH IS A FAVORABLE 79% OF OUR BUDGET THROUGH 75% OF OUR FISCAL YEAR.

OUR GENERAL FUND EXPENDITURES THROUGH MARCH, UH, TOTAL, $22.2 MILLION.

AND AGAIN, THAT IS FAVORABLE.

THAT IS 69% OF OUR BUDGET THROUGH 75% OF OUR FISCAL YEAR FOR OUR FIRE RESCUE, UH, THROUGH MARCH.

UH, EXCLUDING OUR GRANTS, OUR REVENUES WERE JUST UNDER $8 MILLION.

IT WAS, UH, $7.9 MILLION IN SOME CHANGE.

THAT IS 83% OF OUR BUDGET FOR THIS YEAR.

AGAIN, THROUGH 75% OF THE FISCAL YEAR.

UH, FIRE RESCUE EXPENDITURES TOTALED $6.8 MILLION.

AGAIN, FAVORABLE 71% OF THEIR BUDGET THROUGH 75% OF OUR FISCAL YEAR.

FOR OUR WATER AND SEWER DEPARTMENT, WE HAVE TOTAL OPERATING REVENUES, YEAR TO DATE OF $1.2 MILLION.

TOTAL OPERATING EXPENSES, $676,000, OPERATING REVENUES JUST UNDER 550,000.

UH, TAKING INTO ACCOUNT NON-OPERATING REVENUE AND EXPENSES, THAT'S GONNA BE OUR DEPRECIATION BOND.

INTEREST AND INTEREST INCOME, UH, WE HAVE A TOTAL UTILITY NET LOSS OF $5,700 NET UTILITY LOSS OF 5,700.

AND FINALLY, FOR OUR C FUNDS, UH, OUR FUNDS AVAILABLE IN THE MONTH OF MARCH WERE 8.8 MILLION.

WE HAD EXPENSES OF 142,000 WITH A, UH, ENDING CASH BALANCE OF 8.7 MILLION OF THAT.

OUR CURRENT COMMITMENTS ARE 5.1 MILLION.

WE HAVE AN UNCOMMITTED FUND BALANCE OF 3.6 MILLION, AND BY JUNE THE 30TH, WE MUST SPEND $880,000 ON OUR STATE ROADWAYS.

NOW THAT WILL BE MET.

UH, I'VE GOT THE DOT PROPOSAL, UH, ON THE DESK.

WE'VE GOT A PURCHASE ORDER FOR THAT.

SO OUR, UH, EXPENSES THAT WE NEEDED TO MEET BY JUNE THE 30TH, THAT WILL BE TAKEN CARE OF BY THIS WEEK.

UH, WE HAVE GOT, UH, SOME PAVING, I THINK IT WAS ON CLOC ROAD, IT WAS LIKE RIGHT AT A MILLION DOLLARS.

SO THAT'S GONNA, UH, IT'S GONNA COVER OUR EXPENSES FOR THE C FUNDS BY JUNE 30TH.

UM, MR. RICKS IS OUR, IS OUR PROCUREMENT DIRECTOR.

UM, HE TOOK OVER WHEN OUR OTHER PROCUREMENT DIRECTOR RETIRED ABOUT A MONTH OR SO AGO.

UM, HE STARTED WITH US ON APRIL 1ST.

I STILL HAVE A, I HAVE A LITTLE HEARTBURN STARTING SOMEBODY ON APRIL FOOL'S DAY, BUT, BUT NEVERTHELESS, WE DID IT.

UM, HE'S A FANTASTIC MEMBER OF OUR TEAM.

HE'S GETTING HIS GETTING HIS FEET WET AND HITTING THE GROUND RUNNING ALREADY.

MR. CHAIRMAN, WE HAVE TO USE THAT MONEY FOR THE INTENDED PURPOSE BECAUSE WE HAVE SUBMITTED AN APPLICATION TO DO SO.

WHAT WE'VE DONE IN ADDITION, IS ASK REPRESENTATIVE PETINO AND SENATOR ZEL TO TRY AND GET US SOME STATE APPROPRIATIONS TO DO SOME WORK AT THE RECREATION FACILITIES UP IN TURVILLE.

WE HAVE NOT YET GOT AN ANSWER WHETHER THAT MONEY'S COMING IN OR NOT.

IF IT DOES NOT COME IN, WE WILL REGROUP AND TRY TO FIND OTHER FUNDING.
