BUT HE WAS A BIG SUPPORTER AND ADVOCATE OF THE SUMMER ARTS INSTITUTE.
OF COURSE, WE'RE COMING THIS YEAR AND WE'RE ASKING FOR HOSPITALITY TAX FUNDS.
OF COURSE, HOSPITALITY TAX EXISTS TO BRING PEOPLE IN DOLLARS INTO THE COUNTY, WHICH THIS HAS ALREADY BEEN DOING.

AND OVER 55% OF THE, ON THURSDAY NIGHT, WE DO THIS BIG EXTRAVAGANZA AND OVER 55% OF THE ATTENDEES ARE FROM OUTSIDE OF CLARINET COUNTY.
SO YOU'RE TALKING ABOUT RICHLAND COUNTY, YOU'RE TALKING ABOUT ORANGEBURG, THE COLUMBIA METROPOLITAN AREA, PEOPLE WHO ARE COMING IN ON THAT THURSDAY NIGHT TO SEE WHAT THE CAMP PARTICIPANTS ARE DOING, AND ALSO THE SPECIAL GUESTS WHO ARE INVOLVED ON THAT NIGHT.

WE HAVE WALKER GAMBLE, UM, ARTS, MR. UH, THAT'S GONNA BE BRINGING IN THEIR YOUTH ARTS TO DISPLAY FOR THE YOUTH IN CLARINE COUNTY WHO HAVE DONE TREMENDOUS WITH THEIR ARTS THIS YEAR.

SO WHEN WE ATTRACT OUR, UM, LOCAL RESIDENTS AND OTHER COMMUNITIES THAT COME INTO CLARINE COUNTY, RURAL NEW ZION, BECAUSE I'M BIG ON RURAL AREAS AND EXPOSURE FOR THE KIDS, THEY WILL GET TO SEE THE ARTS THAT OUR KIDS DO.
THEY WILL GET TO SEE THE TALENTS AND SKILLS THAT OUR KIDS AND OUR COMMUNITY EXHIBITS BY LIVE MUSIC FROM LOCAL ARTISTS.
ALSO BRINGING IN PEOPLE FROM OTHER COUNTIES TO WATCH A LOT MUSIC.
BUT THE BIG THING FOR ME IS JUST HAVING A SAFE AND COMFORTABLE PLACE FOR FAMILIES TO INTERACT.
AND WHERE THESE KIDS MAY NOT USUALLY GET TO HAVE THIS OUTLET WITH ARTS AND TOUCHING.
WE HAVE SOMEONE COMING IN WITH THE MARKET TO TEACH THEM ABOUT MAKING FLOWERS, FACE PAINTING, PAINTING ITSELF, BUT THEY'RE ACTUALLY GETTING TO SEE PROFESSIONALS AT THIS LEVEL THAT THEY DON'T HAVE TO GO OUT AND SEE THESE PEOPLE ACTUALLY COMING INTO THEM.
AND FAMILIES ARE ABLE TO HAVE A GREAT TIME IN THE PARK, SAFE ENVIRONMENT, FUN ENVIRONMENT, AND JUST MAKING OUR RURAL AREA, JUST PUTTING IT ON A MAP.

THE COUNTY FORMED AN OPIOID RECOVERY FUND TEAM FOR THE UTILIZATION OF THOSE FUNDS DUBBED AS THE PATHWAY TO FREEDOM.
THE STRATEGIES THAT WOULD BE USED INCLUDED SUPPORTING THE TREATMENT OF OPIOID USE DISORDER AND ANY CO-OCCURRING SUBSTANCE USE DISORDER OR MENTAL HEALTH CONDITION.
EXPANSION OF THE AVAILABILITY OF TREATMENT, REIMBURSEMENT OF EVIDENCE-BASED SERVICES AND WRAPAROUND SERVICES FOR THE CONTINUUM OF CARE AND SUPPORT MOBILE INTERVENTION TREATMENT AND RECOVERY SERVICES.
IN MARCH OF 2025, A COMPETITIVE GRANT WAS SUBMITTED TO SCOR F IN THE AMOUNT OF $297,000.

THESE ARE KITS THAT CONTAIN NALOXONE AND, UH, FENTANYL TEST STRIPS THAT EMS AND COMMUNITY PARAMEDICS CAN GIVE TO FAMILIES AND INDIVIDUALS WHO ARE, HAVE EITHER EXPERIENCED AN OPIOID, UM, OVERDOSE OR HAVE A FAMILY MEMBER OR A, OR A NEIGHBOR, THEY HAVE THE KITS AVAILABLE FOR IMMEDIATE USE.
A FULL-TIME INTERVENTIONIST DEDICATED TO THE CLAREN COUNTY DETENTION CENTER, TREATMENT FOR THE UNINSURED OR UNDERINSURED AND WRAPAROUND SERVICES AT PEER RECOVERY CENTERS, SUCH AS THE JOHN LANDON BLACK RESOURCE CENTER HERE IN MANNY.

WE DO HAVE SOME FUNDING THAT CAN HELP CLIENTS WITH GAS THAT COME IN FOR SERVICES, BUT IT'S REALLY NOT ENOUGH IF YOU DON'T HAVE A VEHICLE OR YOU DON'T HAVE SOMEONE THAT CAN GET YOU TO AND FROM APPOINTMENTS.
SO WE WERE ABLE TO GET THIS RV AND WE GOT IT UPFITTED.
AND WE HAVE TWO AREAS WHERE WE CAN DO ASSESSMENTS

UH, YEAR TO DATE EXPENSES ARE 24.6 MILLION EXPENSES, 77% OF OUR BUDGET THROUGH 83% OF THE FISCAL YEAR.
FOR THE FIRE RESCUE FUND, APRIL YEAR TO DATE, REVENUES JUST OVER 8.3 MILLION.
APRIL YEAR TO DATE EXPENSES JUST OVER 7.5 MILLION.
AGAIN, 79% OF THEIR, UH, BUDGET THROUGH 83% OF OUR FISCAL YEAR FOR WATER AND SEWER.
OUR YEAR TO DATE OPERATING REVENUES 1.3 MILLION YEAR TO DATE OPERATING EXPENSES, 723,000 FOR A OPERATING REVENUE OF $635,000.
TAKING INTO ACCOUNT THE NON-OPERATING REVENUES AND EXPENSES, THE DEPRECIATION BOND INTEREST AND OUR INTEREST INCOME, THEY HAVE A NET REDUCTION OF $617,000 IN TOTAL.
THE FULL NUMBER FOR OUR NET UTILITY HAS AN INCOME $18,653.
AND FINALLY, FOR OUR C FUNDS, THE FUNDS THAT WERE AVAILABLE WERE JUST OVER $8.8 MILLION.
OUR EXPENSES JUST OVER $1.1 MILLION.
AND OUR CASH ENDING BALANCE LAST MONTH WAS $7.7 MILLION.
NOW OF THAT 7.7, WE'VE GOT COMMITMENTS.
$4,029,513, LEAVES AN UNCOMMITTED BALANCE, $3,718,050.
NOW AT THE LAST MEETING I READ OFF THAT SAME NUMBER THAT WE ALWAYS TALK ABOUT.
IT WAS 880,000 THAT WE HAD TO SPEND BY JUNE THE 30TH ON OUR STATE ROADWAYS.
I TOLD YOU THE LAST MEETING THAT WAS GONNA BE, THAT WAS GONNA BE TAKEN CARE OF THAT WEEK.
SO OUR EXPENSES THAT WE HAD TO HAVE THROUGH JUNE 30TH ON OUR STATE ROADWAYS HAS BEEN TAKEN CARE OF.

REPORT, MR. WAL.UM, I KNOW YOU'VE ALL HEARD A LOT AND, AND AND TIRED THE HEARING ABOUT THE BUDGET PROCESS AND HOW MUCH WORK'S BEEN GOING IN, BUT THERE'S A, THERE'S A LOT OF PEOPLE THAT HAVE PUT IN A TREMENDOUS AMOUNT OF WORK.
UM, ONE THAT I I THINK IS A KIND OF UNSUNG HERO IN THIS IS OUR TREASURER AND HIS STAFF.
UM, DUE TO SOME CONSTRAINTS WE HAVE WITH OUR, OUR ACCOUNTING SYSTEM AND OUR REVENUE COLLECTION SIDE, UM, THEY HAVE TO DO A LOT OF MANUAL PROCESSES IN ORDER TO KEEP US UP WITH THE MOST CURRENT AND, AND REFRESHED INFORMATION.
SO THEY'VE KIND OF BEEN GOING ABOVE AND BEYOND AND I'D LIKE TO GIVE THEM SOME, SOME SPEC SPECIAL RECOGNITION.
UM, THE, I WANNA POINT OUT THE WEEK OF APRIL 26TH, WHICH HAS ALREADY PASSED WAS NATIONAL CORRECTIONAL OFFICER WEEK.

OUR EOC 9 1 1 CENTER, IF YOU'VE BEEN OUT BY THE SHERIFF'S OFFICE, UM, THE PADS POURED.
WE'LL BE GOING VERTICAL WITH STEEL HERE IN THE NEXT FEW WEEKS.
SO THAT PROJECT'S COMING RIGHT ALONG.
UM, OUR NEW PUBLIC WORKS FACILITY AND, UH, FLEET MAINTENANCE SHOP, PROBABLY BE MOVING INTO THAT BY THE END OF THE SUMMER.
UM, SO THAT'S, THAT'S GETTING ON THERE PRETTY GOOD.
AND OUR NEW ANIMAL SHELTER NEXT DOOR, UM, RAN INTO A COUPLE OF MINOR HICCUPS.
THEY'RE GETTING WORKED THROUGH THOSE.
UM, I EXPECT, YOU KNOW, SOMETIME IN THE FALL WE'LL BE IN THAT FACILITY.
UM, GOT AN UPDATE ON THE NEW LIBRARY IN TURVILLE.
UM, AND AS OUR CFO SAID EARLIER, WE ACTUALLY ANTICIPATE HAVING THAT BEFORE THE END OF 20 FY 26, 27, UM, HAVING THAT FACILITY OPEN AND THERE'S A WHOLE LOT OF OTHER PROJECTS AND YOU CAN READ THAT REPORT HERE WHEN YOU GET TIME.
